Grand theft charges were filed last week against Rex Gutierrez who is accused of using taxpayer funds to operate a Web site that supported former tax assessor Bill Postmus' political allies. Gutierrez had worked in the San Bernardino tax assessor's office until January 2009. Gutierrez is also accused of submitting fraudulent time records. Gutierrez was being held on $45,000 bail.
