Feds Investigate Possible Corruption Charges
A federal grand jury has been convened to determine whether Los Angeles City Councilman Jose Huizar and former Board of Education member Dave Tokofsky received bribery payments in the form of improper consulting fees paid by a non-profit organization known as the Voter Improvement Program.
The president of the organization, Miguel Contreras, died in 2005, but is thought to have used the non-profit as a front. Huizar and Tokofsky allegedly received $30,000 payments from the organization in 2003 and 2004. During that time, both men were members of the Los Angeles Unified School District Board of Education. In addition, the organization may have paid $35,000 per year to former State Assembly Speaker Fabian Nunez.
School board members are considered part time employees and receive a stipend. They are not prohibited from holding outside employment, but labor contracts require board approval, and outside work must not conflict with their official duties.
