Insurance Fraud Scheme Nets Two In LA
Insurance fraud charges have been brought against two men for their roles in a $6.3 million scheme. Andrew Kim (also known as Sung Young Kim) and his wife Chan Hee Yang (also known as Chan Ho Ko), both of Northridge, have been charged with multiple counts of insurance premium fraud, conspiracy to commit insurance fraud, failure to pay tax, filing false tax returns, and misrepresentation to obtain a lower rate from the State Fund.
The California State Department of Insurance claims that the pair misrepresented the number of workers employed by a janitorial company they owned, Bell Building Maintenance in order to reduce the amount of workers' compensation insurance premiums paid to the state.
The state alleges that Kim and Yang claimed that they were the company's only employees, however the business employed hundreds of workers throughout Los Angeles County, Orange County, Riverside County, San Bernardino County and Ventura County. The misstatements resulted in the underpayment of insurance premiums to the state of $4.4 million from 1998 to 2006. In addition, Chan Yang is accused of underreporting workers' wages and wage payments, which resulted in an underpayment of nearly $1.9 million for payroll, unemployment insurance, and state disability insurance taxes.
